Program Overview for the Traditional Higher Education Degree Program
The program, while addressing a key strategic priority of the university-building and sustaining strong academic programs addresses, a market demand for preparing an expanded pipeline of well-trained and highly qualified education leaders for contemporary and future post-secondary educational colleges and universities, agencies, foundations, and other non-P-12 educational institutions. This degree program is offered in both the traditional classroom format and a 2 year fully online delivery of all course requirements.
Program Overview for the Online Higher Education Degree Program
The program follows the same general overview as above. The unique feature of this program is it the University’s first fully online delivery degree program. The courses are offered in an accelerated delivery of seven week modules by certified tTech professors. Each semester students will complete 12 hours of required course work. Additionally, the program objectives and learning outcomes are the same.
Admissions Requirements
Applicants seeking admission to the Doctor of Education Degree in Educational Leadership – Higher Education Track must meet the General Admissions Requirements of the University as published in this Catalog including the following criteria:
- A completed application
- Evidence of leadership potential
- All post-secondary transcripts
- 3.0 GPA
- A letter of intent
- Three letters of reference
- Minimum of MA/MS or equivalent degree from an approved institution
- A personal or group interview
Additional Online Higher Educational Degree Program Admission Requirements
- Participate in a Zoom interview with program faculty
- Complete a required writing sample within a 24 hour time period
Program Objectives
- Prepare postsecondary education leaders to apply and synthesize in workplace environments strategic, instructional, organizational and political/community contextual leadership skills, content and knowledge
- Introduce theoretical and functional knowledge of law and policy in private and public colleges and universities governance and processes as well as ethical implications of policy development to meet the needs of higher education communities
- Familiarize candidates with strategic planning, evaluation and use of results for managing postsecondary school resources, instructional and educational support programs and services, human resources for efficiency, productivity and outcomes
- Develop leadership abilities for communicating and involving varied constituencies to build support for optimal student development and stakeholder engagement
- Prepare candidates to conduct research activities in higher education utilizing appropriate technology and communication skills
- Prepare candidates for careers in leadership roles in higher education administration
Student Learning Outcomes
Students pursuing the Doctor of Education Degree in Educational Leadership – Higher Education Track will:
- Articulate and analyze different forms of governance in higher education, determine relationship of each model to institutional goals and explain the role of internal and external stakeholders in governance.
- Explain the historical, sociopolitical and economic forces that impact access to higher education and program delivery in higher education.
- Demonstrate the ability to manage student affairs effectively including recruitment, registration, enrollment, socio-cultural relations, recreational activities and graduation requirements.
- Demonstrate an appreciation for global perspectives and an understanding of diversity, equity and inclusion (DEI) in higher education and the political forces that impact them.
- Demonstrate an understanding of the application of ethical standards, educational policies, and the legal framework to the work behavior of staff at all levels in higher education.
- Assist an institution of higher education to develop its strategic, operational and departmental plans.
- Access various sources of funding, governmental and non-governmental to support students and programs in higher education to manage budgets ethically, and efficiently to meet accountability standards.
- Develop and implement processes for effective management of personnel including hiring, supervision, staff development and evaluation.
- Assist and support the faculty with educational program delivery and evaluation.
- Conduct research to determine factors influencing goal achievement in the institution and recommend solutions to improve goal achievement.
Degree Requirements
Students pursuing the Doctor of Education Degree in Educational Leadership – Higher Education Track must complete all degree requirements as published in this Catalog. The degree program requires completion of a minimum of sixty (60) credit hours beyond the Master’s degree or an equivalent degree in an acceptable field. A minimum of 48 credit hours must be completed in residence at Clark Atlanta University.
Course Load limitations
Graduate students are not permitted to enroll for more than nine (9) credits per semester without approval of the Department Chair and the School Dean.

Students may need to take CHED 990 Doctoral Advisement depending on progress toward dissertation research. Specifically, those enrolled in the Online Higher Ed Track must enroll during the final semester of their Dissertation Defense.
QUALIFYING EXAMINATION
Candidates must successfully pass a written Preliminary Examination (the Concept Paper), after completing 12 hours of study.
DISSERTATION RESEARCH PROSPECTUS AND DEFENSE
Candidates must prepare and present a dissertation prospectus for faculty approval, and develop and defend a scholarly dissertation. A minimum of two CHED 995 courses is required for all doctoral students. All coursework must be completed before the first CHED 995 course.
